Your state and the federal constitutions afford certain statutory and
fundamental rights to both citizens and non citizens within the boundaries of
the United States. Recovering damages, i.e., money, from the loss of
property and personal injuries caused by governmental conduct usually involves
giving special notices and participation in administrative procedures prior to
initiating a law suit. The special notices and procedures directly affect
the applicable statute of limitations. There are few exceptions that would
